I HAVE the honour to acknowledge the receipt of your letter of the 14th instant, on the subject of complaints regarding special facilities accorded to importers of goods into Manchuria viâ Dalny by the Imperial Maritime Customs, amounting to preferential treatment unfavourable to the trade and prospects of Newchwang, which has been duly communicated to members of my committee.
While thanking you for your courtesy in this matter, I am to say that the association has not for some considerable time received any complaints of the nature indicated in your letter, but that an early opportunity will be taken to make enquiries on the subject from our branch at Tien-tsin and Newchwang.
